So it would have targeted exactly 14 people, mainly by making it harder for Mugabe to jet to Rome to attend UN conferences on food security - no joke, he did this just last month - and to make withdrawals from Swiss bank accounts. The EU already had a travel ban/asset freeze on him so I have no idea what difference these "sanctions" would have made anyways. Nonetheless I agree with the votes of Russia and China.
