Yes, they do need to ask permission. The EU bureaucracy has total control of environmental regulations and substantial control over most other regulations. About the only areas that the EU does not control are the military, the foreign services and banking.
and even if they don't need to ask permission, doing so will give the government an excuse to throw at whatever group opposes the decision.
If the EU says no, they can point to that "see, we're not responsible for you not being allowed to do it".
If the EU says yes, they can do the same to the greenies and claim "the EU made us do it".
