Freedom from nags, cranks, government, do-gooders, control-freaks and idiots is all that we ask for.
It's sort of amusing to consider that these are the Riot Police we're watching scurry away like rabbits. One can only imagine what regular old bobbies would do in that situation -- after they wet themselves, I mean.
Lots of websites, this website included, post videos instructing you not to talk to the police. Everyone runs into the street with a video camera, traffic stop and armed robbery alike, trying to catch a YouTube-able Rodney King moment to get their fifteen minutes of Internet fame by proxy. No one has to do that in England, there's a camera everywhere already.
This is what you get when the police know there's nothing but trouble in it for them to protect your homes and businesses, and ultimately, your lives. God help you if you don't sort your recyclables, though.
Following your link, I see that the Act specifically indemnified anyone assisting with the dispersal against any legal consequences in the event of any of the crowd being injured or killed.
Maybe the cops are waiting for somebody to read it too.
Just curious, I know a lot of their law enforcement officers don't get to carry guns. Does anyone know if these guys had any kind of firepower? Tasers maybe?
Well, in their defense, they aren't allowed to use lethal force. Secondly, they were outnumbered - about 3 to 1. Third, no tear gas or pepper spray as its considered "harmful". No bean bags or rubber bullets either.
I guarantee you if they had rubber bullets, bean bags, some pepper spray and the political backing to beat the snot out of these punks, it wouldn't have lasted long.

Why bother having the police out at all then? Figured to see a line of police with batons thrashing about and the crowd would have dispersed quickly.

Notice after the third bit of trash is hurled, and the police begin to retreat, the quick surge towards them. Had the police reinforcements, on horse on their flanks, and more force to the rear, they could have ambushed and trapped the lot a block or two further down. Suckering them into a box canyon. When people have nothing cultural or moral inside saying quietly, "This is wrong", external constraints are a poor substitute. Compare Japan after the tsunami, there was no looting. Why?
Regrettably, the Riot Act was not available, as it was repealed in 1973. Been replaced by the creepily sinister 'Civil Contingencies Act.'
The Police above had specific orders not to interfere, arrest or do anything to the law breakers. Merely stand in line and observe -
'Many people are becoming very angry that we refuse to move our lines and baton charge the rioters. I have run around like a blue arsed fly trying to understand why we are being ordered to stay static; the only explanation I can find is that Gold Command are concerned about the sensitivity of the target group.'
