FYI: The first set aside (since 1960) for "special studies" was for Jewish Studies. They set the precedent. The only difference is that usually (not always)the Jewish/American community has consistently funded much of the overhead for these sepereate areas of study, even on public campuses. Of course, they also get great amounts from Federally funded grants from agencies such as NIH, NEA, NSF, and from state legislators.

Which brings up another subject, if you really want to help clean up America's universities--follow every action taken by your own state legislature that pertains to the state's university system. You will be amazed at what you see going on!

In WA state for example, there is now a state funded grant available to any African/American student, who was not born in the south. What is the purpose of this grant ($1500-$2500) you might ask? Well, how about if I told you that this money is to be used expressly for the purpose of enabling any African/American student to go to the southern state of their choice for a year of study in an "All Black" school. Schools such as Morehouse are particularly encourged. I hope I made this clear: yes, that is right the state is using my state tax dollars to send black students to Black colleges in the South--so that they can get connected to "THEIR ROOTS", so they can become assimilated into the "COMMUNITY OF THEIR HERITAGE". Yea, yea, yea. It is especially earmarked for students, who were born in WA state.
