We are a commune of inquiring, skeptical, politically centrist, capitalist, anglophile, traditionalist New England Yankee humans, humanoids, and animals with many interests beyond and above politics. Each of us has had a high-school education (or GED), but all had ADD so didn't pay attention very well, especially the dogs. Each one of us does "try my best to be just like I am," and none of us enjoys working for others, including for Maggie, from whom we receive neither a nickel nor a dime. Freedom from nags, cranks, government, do-gooders, control-freaks and idiots is all that we ask for.

The Supreme Court isn't always clear on it's rulings but on the student loan issue they clearly said that the president doesn't have authority to pardon student loans. So if he does and for those loans he has already forgiven anyone who objects and brings it before a court will likely result in a nullification of that forgiveness. This was always about getting votes. Now the Democrats are working on the next election and hope to sway young voters with student loans to vote in favor of free stuff. The Democrats turn everything into a power play.

Bureaucracy and regulatory rules can always be overturned by Congress. There is no impediment, given sufficient political support, for ending Social Security, cutting $2 trillion from the federal budget, or firing the entire civil service. Regulatory rules and bureaucracy can be overturned with executive power. Central to its existence is the fact that it isn't created by congress but by the executive branch and thus can be altered or rescinded by the executive branch.

OTOH, much regulatory law could never have been created by legislation. Because it would have resulted in the politicians voting for it losing their next election.

That is not quite correct. While the president can take some actions by executive order, the promulgation of most regulations are governed by statute, including the Administrative Procedure Act, 5 U.S.C. ch. 5, subch. I § 500 et seq., which allows for public comment and judicial review.
