The poll value is in the middle of the range 25% (1/4) and 33% (1/3). There is a 98% probability that the true value is at least one in four, but only a 16% probability that the value is at least 31. Consequently, we can confidently say that the true value is probably at least one in four, but have much less confidence that the true value is nearly (almost but not quite) one in three.
Why did the author choose to use one in three rather than one in four? Probably because it made the result appear to be more noteworthy. In my experience, the biggest culprits when it comes to the mishandling of classified materials are rarely lowly operators and clerks, but usually top executives, whose irreproachable hubris permits them to take sensitive documents home or to the cottage for the weekend. The satellite images that were in Hillary's UNCLASSIFIED email were there because one or more of her staffers printed them off of a classified system, removed the markings and scanned them back to an unclassified system. That is a felony. Also, seeing those images on an unclassified system and not reporting it is also a felony - look it up. So both Hillary and her staffers committed felonies with that information. I signed paperwork every year for two decades acknowledging that I understood that. You think the Secretary of State and her staffers that had been cleared for that information didn't.

This saddens me but it is a simple fact that they have been infiltrated by activists whose goals are contrary to the implicit goals of these two communities. The Classified Information Procedures Act details how classified information can be used at trial. See 18a U.S. Code, esp. § 8. There is statutory procedure for the use of classified information at trial, which balances the right of the accused to a fair trial and the necessity of protecting national defense secrets. Saudia Arabia has vowed to use their oil power to financially harm the U.S. There are two underlying reasons for this:
1. The Ksashoggi case where some U.S. politicians used it to harm Saudia Arabia and embarrass them on the world stage. 2. Not the American citizens but someone else. Because of this the Middle East will drift away from the U.S. and will likely explode soon. Perhaps like Syria or more likely with an attack on Israel and a devastating counter attack by Israel. We threw away peace in the Middle East because someone benefitted from the chaos. And Joe Briben' hasn't put the country in a good position by squandering the Strategic Petroleum Reserve, pumping it down to some of the lowest levels since its inception.
One of the consequences - in addition to placing the nation in a very poor position to deal with future strategic embargoes - is that the salt domes used for storage have a tendency to collapse when the oil is completely pumped out, because brine has to be pumped in to displace out the oil. And this tends to react unfavorably with the structures, especially the clays and salts. Once damaged, if the structure can be recovered, it's expensive and time consuming to do so. I have to say I think all of the negative consequences of Biden's decisions are intentional. Whoever the puppet master is they are setting the U.S. up for the fall. The strategic petroleum reserve was just one of the more obvious indicators. Dependence on China for literally all essential medicines and goods is another. We, those who passively vote for the same people in congress and this fool in the presidency, are stupid and we are all going to pay a price for it. Yes, I know it is a wild ass conspiracy theory but so many have come true over the last few years that this one scares me. I literally believe that foreign interests and American traitorous interests are controlling out government now and they are setting us up to fail. Think about this. If it were true... what would they be doing different?
