It's easy to speculate that California-style leaders are engaged in a deliberately destructive strategy, but I think the more likely explanation is a combination of at least two things. First, they genuinely believe they can make regulatory pronouncements that will magically transform behavior, with no unintended consequences when masses of people react and change. Second, they have no real idea where prosperity comes from and can't distinguish between paychecks and relief checks. Like all socialists, they think production just automatically happens, and all you have to do is glom onto it and distribute it in whatever way seems fair to you. They think producers never stop producing. They especially think super-producers never not super-producing.
I would add hubris as well. They think their decisions will always lead to the correct outcome and are invariably baffled when such does not prove to be the case.
California's leadership has been making consistently bad decisions for their economy for decades. Why would this be any different? It's incompetence, not malevolence, blinded by ideology. It's the Bernie Syndrome Virus. (BS virus) It can't be treated with Hydroxychloroquine. Requires a 12 ga bolus.
I have to dispute your last point. While there is certainly incompetence involve, we dismiss malevolence at our peril. Political correctness is quite malicious in concept, quite deliberate in its imposition, and quite vindictive in its enforcement. Of course they believe their own propaganda: that's what is so fanatical about them.
If California continues this contrariness, the rest of the country may get a "test drive" of what a California Succession looks like. I'm suspecting we'll all muddle through somehow, and miss them like a boil on the butt.
CA makes most of its money off the tech industry. A lot of tech industry work can be done from home. Those people are still working. CA can't look beyond this at all....just like when the defense contractors crashed in CA in the early 90s. They did nothing much to save them or lure them back. Replaced with tech boom. Very reliant on it to succeed and for those companies never to move.

You would be a fool not to recognize that this concentrated and focus delivery of video indoctrination is not an attempt to shame women into not voting Republican--forcing women who may be thinking about voting for Trump to be UNABLE to put their mark next to his name for fear they are being abused by the conservative agenda. NO WOMAN today would want to be like the caricature being created in these two productions. But, the effect will be POWERFUL! This is the best example of Hollywood indoctrination I have ever seen. Talk to your daughters gentlemen--get them to acknowledge what their values are and what moral system they try to live by-- And if you don't have daughters to talk to, talk to your peers when they come to you trying to deal with the confusion they have as it becomes difficult to reconcile the 8-bit caricature of men and life in the workplace they were sold as girls to the reality they're living as women. Be careful when you do this, because you may not know who is a Prog troll and who is being honest with herself. I found it most effective to ask questions that place the caricature and the reality in tension. It helps me to understand her better, which is always a good thing, and it gives her credit for having the intelligence to figure it out. You'll find out that she's rarely, if ever, been given credit for that by her cultural and political [mis]leaders. She'll usually appreciate that, and respect you for it.
The Sisterherd is powerful, but never as powerful as an informed, independent thinker. Be patient: it took us a long time to get into this mess, and there will be no quick solution to it. Thank you for this post and your efforts. It is essential that men start to get organized and help each other work thought this mess!
I am familiar with women who have been trained as assassins. The women's leadership teaches them the tools of verbal entrapment/harassment and then rewards them for filing formal complaints against straight white men in authority--they are trained assassins--rewarded with higher paying "real" jobs for their dirty work. I also know single women who now believe it is their duty to liberate married women from marriage--one way or the other. Their weapon is rhetoric. Again-married men need to work together on developing the necessary tactics to defend their spouses and their families. Stay alert gentlemen and get engaged! So the fear pandering regarding the covid virus was ramped up to 11ty......now people are getting tired of it and are trying to take back their lives......
So what else can the gubbernmint do to corral the sheeple.....oh I know; create hysteria about their food chain! I don't like to make predictions, but I think the Progressives have not yet come to terms with their 2016 mistakes. For the past 4 years we have been saturated by their acting out with rage and incoherent spite, attacking anything and everything that is outside the party line.
I think at the bottom of it, they have failed to absorb the fundamental betrayal by the voters across the political spectrum in the run-up to the election. These voters had finally seen through the pressure & persuasion tactics and correctly identified poison. They instinctively understood that it was in their best interests to give the pollsters incorrect and unreliable information. The party had banked everything on the idea that the polling data was reliable, and they haven't yet overcome the outrage of discovering, in loss, that it might not be. Cheaters always howl that they've been cheated, when they lose. In spite of this humiliation, maybe because of it, the Democratic Party has failed to change course. Instead, they have throttled up. Now they propose to appeal to these same voters by seeding their economies for demolition, at least in the solid Blue states. They have moved past demanding everyone's time and attention for the performance art of gender and identity. Now they are going all-in for the throat. Their grand creative idea to beat Trump is to stifle a person's ability to provide and prosper, maybe even to exist in a recognizable standard of living. As the individuals understood they had to lie to the pollsters before, they now understand what will be required to recover their personal economy from the pandemic. It will have to be millions of individual efforts, independently judging for themselves the risk of infection versus the chances of prosperity. Currently India has a lawsuit against his vaccine organization for all but destroying a half million teen girls but that likely affirms his support of Planned Parenthood. And he can't even keep viruses out of Windows.

Just want to point out that nobody had enough "masks and things". If the hospitals were caught flat footed on a lack of protective gear then one must cut Tyson management some slack for not seeing the approaching challenge in time. The Tyson CEO is right. I mentioned it some time ago. If enough plants are shut down, supply to consumers will be curtailed while market ready livestock backs up in the country and continues to gain weight, exceeding optimum size.
