You hit on something accurate with the comparison of climate change to asteroids and supervolcanoes. The fear comes first. People have a sense of impending doom, of things falling apart. Then they go looking for whatever it is that is falling apart, so they can do something to allay their fears. They can't do anything about asteroids or volcanoes, so they stop thinking about them. They want something they can do something about, even if it's useless. Let's get rid of styrofoam! Let's make people reuse bags! Let's stop a pipeline from going somewhere! Until the nervousness descends again, and we have to quiet it. Making places look like the summer camp we went to years ago is the best thing, as life was simple and good then.
Recycling is a sacrament. One sees the same thing at play with gun control. People feel unsafe.
