The penalty for making a false claim should be the same as the penalty of the crime that the victim is accused of. Typically it is a slap on the wrist or no penalty at all. Make the cost high enough and it will stop. Painting the Streets white: I'm sure this will turn out great.
Paint never wears off under heavy traffic loads with dirt being ground in by rubber under tons of loading. Plus I'm sure the manufacture and application and maintenance of the paint job will be done without any additional CO2 emissions being generated. And I'm sure, if asked, the city commissioners could tell you (a) exactly how much the city's heat island will shrink, according to their models, and how they intend to measure its effect, and (b) what the net carbon capture will be, when taking the paint's energy signature into account. Mitigating the urban heat island effect is an area of active study. See, for instance, Pomerantz, Are cooler surfaces a cost-effect mitigation of urban heat islands?, Urban Climate 2017: "Much research has gone into technologies to mitigate urban heat islands by making urban surfaces cooler by increasing their albedos. To be practical, the benefit of the technology must be greater than its cost. This report provides simple methods for quantifying the maxima of some benefits that albedo increases may provide." Once upon a time even erstwhile blogger Tigerhawk thought that was a good idea. Forget white. Go with silver.
A cover for your roof, that you could put out and retract would be optimal. Summer: daytime lay out, nighttime retract. Winter: daytime retract, nighttime lay out. Cost (including lifetime) is the big question. Silver reflects the light and heat into neighboring buildings. Plus if you do it right you create a parabolic mirror, and you start melting things. There was an area like that in L.A., where the plastic and tires of cars started melting in a parking lot because of reflected light and heat from nearby reflective glass buildings. Our building code largely bans reflective glass on buildings for that reason. May keep the building cool, but simply projects the problems on to adjoining properties.

I lived in and flew around LA a lot in the early '70s. IIRC, a whole lot of roofs were white, mostly if not all builtup roofs I think.
The author of the litany of beliefs left out: The World is warming just because of us and we're all going to melt!

Of course roads (especially in LA) pick up a great deal of heat from the vehicles that use them. The white paint is likely to have low emissivity, which means they will cool slower in the dark hours. Little net change? Also, the paint will get darker w/ exhaust, and brake dust, and the effect will diminish. Dust is a big part of the ice melting, which the climate alarmists dishonestly blame on CO2. And of course the paint will wear away. Since they have some experimental data to back up their plan, it will be interesting to see how well this works, and how long this paint lasts. You know what would solve two problems with one stone. Instead of solar roads and instead of painting other roads white, why not install solar panels on roof build over the roads?
Just build a 16' high shed roof down the road. Even cover the sidewalks and use the solar panels to power the street lights. Better be 20+, or the highest semitrailer plus 4 feet. Just to be safe. Until the trailers get higher (mannnnnnnnnnnnnnnnn).

Bookwormroom had a post a while back on the impact of anal sex on gay men. Forget any moral issues, the maintenance and repair is enough to discourage. I met a couple about 10 years ago. They were probably in their early 70s at that time. They had been hippies in the 60s/70s and raised 4 kids in Northern CA somewhere. The mother was lamenting the fact they had ZERO grandchildren...and then confessed that maybe they pushed the idea of the earth being overpopulated a little too strongly. She seemed very regretful. Only one child, their youngest son, who was in his 40s, was going to have a child with his wife of about the same age. Because he and his wife waited so long to have children (b/c they were both professors and married to their careers, I guess), they were having to use an egg donor or maybe it was a sperm donor, can't remember which. This article is misleading. While the discovery and salvage of the cryptographic keys and cribs from U-559 was an important discovery in the short term, it was only one of several major hauls of code books and German naval Enigma equipment, and wasn't the center mass of the decryption effort. The capture of the U-559 was very helpful, but it probably wasn't that important in the end. The reason there was no naval decryption going on in hut 8 at Bletchley when U-559 was captured, was that the German Navy had recently switched to a long rumored four rotor Enigma machine, rendering the prior naval code decryption efforts void. Fortunately, there was a crib book - captured in both U-559 and from the earlier seizure of U-110, that explained how to convert four rotor enigma code into a format compatible with the older three rotor machines. With the help of that crib book, and of course confirmation of the suspicion the Germans had switched to a four rotor system for naval code, decryption could continue. At the same time the Army Enigma machines were regularly getting captured and exploited, helped in part by the rote nature of German daily tactical reports, which all included a "Heil Hitler" in the same place, contained identically formatted paragraphs with identical titles, and so forth. All this decryption was built on top of a huge foundation of math and game theory pioneered by Polish mathematicians, and the famous decryption machines - essentially analog computers that would systematically test for all possible combinations of letters within a range using the same mechanical logic as the Enigmas - were based on "bombes" built by the Poles pre-war and improved upon at Bletchley. Although it helped, in no way did the capture of U-559 shorten the war by 2-4 years. That is pop history nonsense. Saving the planet by having not kids.
