NYC's mayor and the poverty industry. MacDonald:

The overwhelming cause of poverty in America today is family breakdown, not inadequate government spending on welfare programs or low wages. Children in single-mother households are over four times as likely to be poor as children raised by married parents. And an adult can avoid poverty by taking just three simple steps: graduate from high school, work full-time, and wait until marriage to have children. Only 2 percent of adults who followed those rules are poor, according to the Brookings Institution’s Isabell Sawhill; 75 percent of adults who obey the rules have entered the middle class, defined as making at least $55,000 a year.

Naaaah; that's WAAAAAY too simple. Needs to have a complex solution so's to hire more gummint "workers" and spend lots more money so's to raise taxes.

It's not marriage. The black African family has always been headed by a woman, because a man is not needed to do the light agriculture that predominates in the African climate. Also, crops come in nearly year round. The evolutionary result is that the black family structure is genetically fixed. It is the black norm wherever there are blacks.

The problem of black poverty is merely a result of low black IQ's. The overall average for blacks is around 85, one full standard deviation below the white average of 100. However, in the inner city ghettos the average is closer to 70. The ghetto population is uneducable and untrainable and cannot live productive, peaceful lives in a modern high tech economy. Again, the IQ problem is genetic.

Blacks constitute a permanent underclass in any modern society, and the management of that underclass is the chief problem we face. Delusional solutions like requiring marriage or delaying sex contribution nothing to the problem and exacerbate it by deflecting attention to the real problems, which are genetic.

Even someone with a low IQ can avoid poverty if he obeys those rules. It's more important for him (or her), in fact, than for someone of higher intelligence, who can find workarounds and compensations for unconventional choices.

I disagree somewhat. I can remember black families before welfare and the men were typically still in the home and working. They were often poor and from my perspective low IQ seemed to be a big part of the reason they were poor. But prior to the war on poverty intact black families were the norm.

Welfare made it profitable and practical for women to reject marriage in favor of allowing government to be their pseudo-husband. The rules of welfare make it counter productive for them to aspire to do better, find a job or a husband. They are paid to hang out and do nothing productive and penalized for working so they do what they are paid to do; nothing useful.

Those sorts of rules are what we used to call "middle-class values" and they were part of what we were taught by our parents and our schools and our churches and our social organizations. "Doing your own thing" is fine, but "doing your own thing" includes taking responsibility for whatever mess you make. If you lack exposure to the value system that honors hard work and sacrifice and delayed gratification because such old-fashioned nonsense is actively discouraged in favor of " you have the right to do your own thing and somebody else has the responsibilty of cleaning up whatever mess you make", where is the middle class expected to learn middle-class values?
