Were I to dare to write a note to His Holiness, it would include some phrases like these:
...putting aside your concerns about nature and the weather, which I think the Creator may control in some way which is beyond our comprehension...
...instead of trying to be an amateur meteorologist or amateur economist, why not focus on Christ and His offer of salvation? That's what people need.
...if money is one of your major interests in this transient earthly existence, one constructive path of inquiry would be to focus on and to promote what makes people prosperous instead of blaming others...not that has anything to do with your job or your expertise, but the sources of prosperity and material abundance are well-understood...while the sources of religious abundance always need instruction, guidance, support and help.

Well, so is o'erweening pride, in pretending to expertise where none is evident.
Francis is an excellent example that concern, and kindness, and compassion are necessary but not sufficient for wisdom. He is clearly a decent man who wishes the best for all mankind. However, this has allowed him to be persuaded that others who express the same sentiments must be correct. Communism claimed a lot of 20th C intellectuals that way. He seems descended from them.

We should all have at it. Its extremely sad when the Pope effects a totalitarian/Progressive style. Yet, typical of many persons with a Spanish socio-economic heritage.

And it's not as if popes haven't been known historically for wanting to impoverish the world. Though usually that has been for the purpose of enriching themselves.
First, as a lifelong practicing Roman Catholic I'm pleasantly suprised at the possible impact of the Pope's Encyclcal. Second, I strongly recommend we collectively take a deep breath and wait for the actual documt. How odd indeep in our incredibly fast paced society that we can't wait for a text tobepublished or released, but generate missives on "draft" documents that may or may not accurately reflect what will be published.
The Pope counts as his folk not only Europe and the West, but sub-Saharan Africa and other other areas where clean water and subsistence level supplies of food are as rare as sensible liberals. These people are affected by 1st World decisions (like using grains as fuel stocks instead of human or livestock food).
Let's see what The Pope publishes and trust that the Holy Spirit was indeed involved in his selection as the latest occupant of Peter's chair in the Church Christ established and today's most prominent and influential religious figure in a very secular modernist society.
Why is anyone surprised by the pope who thinks he is the "vicar of Christ on earth." What a fraudulent cult.

I am not Roman Catholic, but have to point out to you that huge portions of your Protestant faith, and much of what we value in secular society, would not have come to you without the RC church.
So the Orthodox Church in the East (the foundation of Christianity) has nothing to do with secular values or Christian beliefs? In the struggle between East and the RC Papists, the papists won. That doesn't make them right, just of even Christian. "Vicar of Christ"...what a fraud. Get a paid-for pass to heaven. Buy your way out of hell (purgatory) with an indulgence. The pope rules the world (triple crown).

well.... I doubt the Pope wrote this. I have a feeling that his "Liberation Theology" peeps have been waiting for this moment, and had the leaked Global Warming paper prepared in advance. So what does he do now? He's sort of stuck with it. The Vatican is famous for nasty politics, and, as you may be able to tell, the Holy Father is not the sharpest tool in the shed.
