When it comes to students learning to read there is plenty of blame to go around. You can teach any child to read with a half hour of reading with the parent a day at home. I believe if there was a nation wide effort to explain this to parents that a significant number of children would be able to achieve acceptable reading levels. Certainly many parents aren't interested in spending the time and effort on their children but many would be if you could impress upon the simplicity and importance of this simple step. This applies to all school work to some extent. Without home work and study at home unmotivated children will not learn much in school. The parents can make a huge difference if they participate in the education of their children.
