As I understand at that level of cycling most all of them use some illegal doping. What is really going on is the Tour De France is considered a "European race" and this upstart American had the nerve to win it not once but 7 times. So it's OK if the Italian tema cheats or the french or any European team but if an American does what they must to compete then he gets tossed to the wolves.
