Reminds me of a similar problem here in Southern California several years ago.

Several aerospece companies found that their procurement people were taking brides and kickbacks, so they fired them. When the very same people applied at other aerospace companies, they sued their former employers for tipping off the prospective new employer. The Feds helped with the law suits.

Then, in the final irony, the companies were fined (by the Feds, natch) for negligent hiring when the same persons stole again.

And, no, I didn't make this up. I lack that level of imagination.

Nothing is as screwed up as our givernment, and nothing is so robust that they can't break it.
