In any case, not only did DDT threaten wildlife, but overuse, particularly in agriculture, meant the evolution of resistant strains of mosquitoes. DDT was already losing its effectiveness at the time of Carson's book.
Today, more restricted use of DDT can be very effective, especially as a habitat barrier.
Last thing I heard was that it was in fact being used again; don't remember where - Africa or India / Southeast Asia somewhere - and being applied in a more targeted way, rather than spraying it all over the countryside.
Mosquitoes apparently like to rest on vertical surfaces, especially after feeding. So the practice is to spray the walls of houses and so on in residential areas - which I guess is what you mean by being used as a "habitat barrier".
I wonder, outside dosing everybody with loads of quinine, what they did in the lower Southeast / South / Gulf states to eradicate Malaria. That would have happened mostly before DDT existed, I believe. Probably some strategic swamp draining involved, I would guess.

The "theory" that it contributed to the thinning of raptor eggs has been debunked (although there is still some disagreement in scientific circles). Rachel Carson was a dedicated left wing environmental wacko but her experience was not even in the field she wrote about. Her book was pure pseudo-science.
