Probably true for most of the reasons listed, but in our case, and in particular because we adopted four kids, it was better to send them to private school for different reasons.
For one thing, each of them came with a lot of baggage and we could tailor their social/family therapy along with a more accepting learning environment. We needed to highly modify their educational plan because they were at all different levels of learning, but as they progressed, we and their teachers needed to be flexible as they progressed quickly - and they did progress quickly.
These are all issues and concepts a public school, including charter schools, can't handle properly. So in a way, yes the public school system technically "failed" to provide proper education for our children, but then again, they aren't designed or equipped to handle the numerous problems of kids like ours had.
Eventually, they surpassed grade level and by the 8th grade were ready for high school. With one exception, they went to public high school - the other went to private military academy because that's what he wanted to do with his life.
The one thing the article didn't mention was how many of these teachers used religious or church oriented schools. Around here in the Quiet Corner of CT, we have several non-denominational church operated schools and Catholic/Christian schools.

When you say local, and I am in agreement with you, you must also acknowledge the sad state of public schools in places such as Mississippi, Louisiana, etc. The very liberal and caring white people with college degrees and who live in those states hardly ever send THEIR children to public schools.
Open the doors to charter schools, give the tax relief for private school tuition and then make damn sure the Republicans set out their own investigating certification teams.
The corruption among the liberals in education is beyond excuses--but, the cowardice among the conservatives has given them free rein to do as they please. It's your call folks!

Why not the other 4? Maybe make it a crime to speak against this law. Outlaw gun ownership by farmers. Quarter soldiers in our homes to do the inspections. And sue seed owners in civil court without juries. Lazy Congress critters could have gone for the whole hog.
I was somewhat wrong above, re: all it needs is Obama's signature. It still has to go through reconciliation (negotiation to match the senate and house bills, for those of you from Rio Linda), so we still have a chance to defeat it, IF reconciliation can be delayed until the new Republican majority is seated.
