Always tip in cash, even if you pay the bill with a card. That way, your waiter doesn't have to report it because there is no evidence it existed.
When I was a waiter we were required to report a minimum of 10% of our sales as tip-generated income, even if you had a bad day and made less than that. Obviously, in practice the minimum was also the maximum.
Amen to cash! And not just for waiters and waitresses. I've had several "opportunities" to need some tricky adjustment or repair to ski bindings; inevitably the tech will do the job and tell me "no charge." I always reply with a tenner and tell him thanks for not saying "no tip."
I don't agree with this. They are required to report it because it is income. Legally and morally it should be reported honestly. It is shameful to advocate anything else. Honesty and morality is more difficult and more important when no one is watching.
Well then, call it a gift. You can receive up $16k per year. Become ungovernable.
What advocacy? I simply refuse to be complicit in employers having a paper trail to track tips for purposes of sharing, confiscation, or snitching to the IRS. That's on the employee, not on me.
You might deem me a facilitator, but good luck making that stick in court. After all, there's no paper trail. No document, it never happened. I'm striving to become ungovernable.
I still don't agree. It violates two of my principles: I don't agree with breaking any laws that are constitutional and I think everyone should be treated equally under the law. Everyone should pay their taxes, period!
As a young man I tipped for services rendered; now no longer young, I tip for services to be rendered. Some fools posting hereafter some how think that if other people pay more taxes, they will will pay less. Did I say fools? The government NEVER gets enough, and its minions think they spend your money better than you do.

First priority is being generous toward competent service. But then, any amount on the card costs the business a fee to the banksters. And creates tracking data.
Use cash as much and as often as you can.
I have gotten to the point that my retirement income is removed from the bank by ATM cards and I try to pay everything locally with cash. Other monthly bills are paid by phone call arrangements.
I try not to give the USPS or the IRS any aid or comfort.
If there's 10% on the card, the IRS can't gig the employee for the presumed amount received in cash. The card charge creates a plausible paper trail.
The employer most likely has policy to report 10% of cash sales as employee tip income, to avoid the IRS coming after the employer.
The employee is, in effect, taxed on imaginary tips from stiffers. Those who give all cash help offset this.
General principle: Use the most fungible and anonymous means. Permit the recipient freedom to decide what’s best in regard to their IRS and work relationships.

I doubt it's just psychology studies that are more apt to be bogus the more media attention they attract. Any headline that starts out 'New Study Shows...' is almost guaranteed to be trash since new studies 'suggest' or 'hint at', they don't 'show'. That's the way science works - you come up with some startling or counter-intuitive results, you're careful to assume that there's something wrong with your experiment rather than that you've found something new. So you release your findings, inviting other scientists to examine your work, testing it for flaws. Unfortunately, the lack of replicability in scientific studies is a huge problem right now - nobody checks up on these claims since they're all busy generating their own novel claims.
Part of the problem with immigration is contained in the headlines: NY gives billions to illegals. Build the wall, and stop giving money and services away, and the influx will dry up. To bad the Uniparty is uninterested in doing those things.
