John Bolton stated the problem clearly
when he said recently at the UN(paraphrased):

"how do you ,in good conscience,
negotiate a "cease-fire"
with a group that admits to practicing terror"?

Yassir Arafat was also a practioner of "Hudna",
agreeing to the Oslo Acords while preparing and planning the Intifada.

hence,the argument on the part of many Israelis,for years, that they "had no partner for peace"...one could put it down to recalcitrant and ancient enemies,
except the PLO,the current PA Authority,et al
STILL refuse to acknowledge Israel's right to exist...
Israel made efforts to reach compromise....and gotten bitten each time...Hudna in action.

Mohammad agreed to treaties with his enemies in the Arabian Pennisula,only to "go back on his word"
when he had achieved sufficient troop strength.
