Every study I have read says that paper is a better filter than cotton for virus size particles. Cotton may work for pollen or fashion, but if you're wearing a face mask for fashion, it shouldn't be labeled "protective."

N95 and better seem to be better than cloth masks, and cloth masks seem to be much better than no mask.
My readings (sorry no links to hand) are that "Personal Protective Equipment" such as (especially) masks is one of the biggest bottlenecks to much more widespread COVID-19 testing, as the PPE should be changed between each testee. The other bottleneck is the extra-long swabs to reach the back of the nasal cavity.

Yes, 3m is vastly ramping up production of N95 masks and other garment companies are also switching production over to washable cloth masks.
But when comparing the COVID-19 case trajectory between countries with big problems (and the US) vs countries that seem to have it under control yet have their commerce operating near-normally, such as Singapore, Taiwan, and Japan, the two big differences are:
• In those countries everyone is wearing masks when in public
• In those countries nearly everyone has been tested, with health-workers and at-risk retested frequently. Such testing itself requires massive quantities of masks and other PPE:
