For example, the CDC in its HIV surveillance data collection asks the questions "Sex at Birth" and "Current Gender Identity". These questions are in order to understand the prevalence of transgendered people who are diagnosed with HIV. Prevention and education programs can then do outreach where it's needed most. However, when actually crunching their HIV data, the CDC recodes all the male-to-female transgender people as gay men. Why? Because behaviorally that is what they are. Male-to-female transgenders are not women and they do not act like women. They get infected with HIV at the same rates as gay men because they act just like gay men. If TG women were "really" women, wouldn't they be acting like women? But they don't, they act like gay men because they are gay men. This is a touchy issue between the CDC and transgender activists but the CDC refuses to budge on it because the data show the situation as it really is: based on their actual behavior and not on what they say, TG women are gay men. The word "gender" in English is tailor-made for obfuscation and deceit of course.
