My feeling is that there has never been "world order," or "world peace," and never will be. It's a pipe dream and God knows, the USA, benevolently-intentioned as it is, cannot control the world. Cannot and should not. Innocent people will die, as they always have done since the fall of man.
There has been "world order", indeed the Pax Americana, following WWII, and there has not been a "world war" since WWII due to it. There were single-country conflagrationsand fighting but nothing of the magnitude of the violence unabasedlky targeted at all, especially the US, that is happening currently. What is occurring now is genaralizing throughout the MidEast and into noith and central Africa, the Balkans, into Western Europe, and coming soon to the US shores. That is a world war, unless unlike 1936-9, we act forcibly, boldly and bravely now. No more chickening/sickening excuses for inaction. No more ignorance of diplomatic and military history being allowed to make silly assertions.
You're correct, "these bozos are not Attila." Attila could not gain access to weapons of mass destruction that can reach Europe and the US, nor even the missing jetliners from Libya. If he could have, or the Muslims of the Middle Ages, they would have used them.
When these Islamic fascist barbarians ultimately get their hands on a nuclear weapon (as they soon will in this atmosphere of pussfied global leadership) and use it, oh my, stand back for the wringing of hands in agony and regret.
And just remember, after the fact, when the disaster zone is being cleared and the tears have wrung dry, that the only reason what needed to be done wasn't done, was on account of our political class, our "leaders" calculating their future political viability in whether to act or not act, and what the consequences to their careers might be.

He is not suggesting to exert the level of force to our innercities. You raising that is a red herring to distract from the points. Kissinger is suggesting major force be applied to the MidEast enemies and major international pressure and economic and m ilitary force to pull miscreant states in line. Before the US under Obama abdicated leadership and use of force, other small states were far less likely to behave as extremely as at present and upcoming.
I would add that European tribes finally settling into borders that they can feel good about - Germans returning to Germany, as a large example - has allowed Europe to become a place of stability and harmony - enough that they like international government more than we do. Immigration in those places may change that, as Englishness and Swedishness erode. But that stability of the wealthiest countries as been a great aid to the Pax Americana.
